This research sought to reconcile the myriad speculations that have been in circulation by capturing a real-world glimpse into the operating environment of motor carriers now that CSA has been in effect for nearly a year. Findings reveal that support and optimism for the government program are substantive, particularly among carriers with superior CSA safety profiles. The majority of carriers reported that their operations have not changed significantly since the nationwide rollout of CSA, although this study reveals that carriers with multiple self-reported BASICs above threshold seem to be at an increased risk for negative consequences. Finally, carriers were generally found to have a firm understanding of CSA and its basic tenets, although several areas are outlined where there is opportunity for improvement.
